Why? KT isn't the ref, does KT walk the pitch every day? there are plenty of employees that could have seen what was going on but didn't.

Perhaps KT would have ensured that the employees (of whatever company) fully understood their duties and actually carried them out proficiently.

Probably the worst I've ever seen it. The covers are the only thing that are new therefore finger of suspicion must be pointed in their direction.
